WARRANT FOR TOWN MEETING
TOWN OF MADBURY, NEW HAMPSHIRE MARCH 12, 2002
To the inhabitants of the Town of Madbury, County of Strafford, and the State of New Hampshire qualified to vote in Town affairs:
You are hereby notified to meet at the Town Hall in said Madbury on Tuesday, the twelfth day of March, A.D. 2002 at 11:00 in the morning for the purpose of voting on Articles 1 and 2 and at 7:00 o’clock in the evening for
action on Articles 3 through 15. The polls will open at 11:00 am for the purpose of voting on Articles 1 and 2 and will close at 8:00 PM unless extended by vote of the meeting.
ARTICLE 1: To choose the following Town
Officers: (Majority Vote required)
A Moderator for the ensuing two years, Melvin A Selectmen for the ensuing three years, B. Hodsdon
A Treasurer for the ensuing year, Ahlstrom Two Auditors for the ensuing year, Sylvester, Towle
A Trustee of the Trust Funds for the ensuing three years, R. Hodsdon A Supervisor of the Checklist for the ensuing six years, Bartell
A Cemetery Trustee for the ensuing three years, Hutton A Library Trustee for the ensuing one year, Seaver
A Library Trustee for the ensuing two years, Valentine A Library Trustee for the ensuing three years, Trumble
ARTICLE 2: To vote to amend the Zoning Ordinances: Article XII, Section 3A concerning INTENSIFICATION OF USE. (Majority Vote required) Passed, Yes = 192, No = 51
ARTICLE 3: To choose all other Town Officers. (Majority Vote required) Passed
ARTICLE 4: To see if the Town will vote to raise and appropriate the sum of Nine Hundred and
Fifty Thousand Dollars ($950,000.00) for the construction and equipping of a new Safety Complex building, and to authorize the borrowing of not more than $100,000.00; and to authorize the withdrawal of $350,000.00 from the
Safety Complex Capital Reserve Fund created for this purpose; with the balance of $500,000.00 to be taken from surplus funds. The Selectmen recommend this appropriation, and it is included in the posted budget. (2/3 ballot vote
required) Passed, Yes = 112, No = 11
ARTICLE 5: To see if the Town will vote to raise and appropriate the sum of One Hundred Thousand Dollars ($100,000.00) for the
existing Capital Reserve Fund created in Article 8 at the 1998 Town Meeting for the purpose of the Construction of a Safety Complex and further authorize the Selectmen to act as agents to withdraw and expend for this Capital
Reserve Fund. This appropriation is recommended by the Board of Selectmen and is included in the posted budget. (Majority vote required) Passed

ARTICLE 6: To see if the Town will vote to raise and appropriate, and authorize the Selectmen to spend, up to the sum of
Twenty-six Thousand Dollars ($26,000.00) to purchase and equip a police cruiser. This appropriation is recommended by the Board of Selectmen and is included in the posted budget. (Majority vote required) Passed
ARTICLE 7: To see if the Town will vote to raise and appropriate the sum of Fifty Thousand Dollars ($50,000.00) for the existing Capital Reserve Fund created in Article 9 at the
2000 Town Meeting for the purpose of Purchase of Property and/or Easements. The Selectmen recommend this appropriation, and it is included in the posted budget. (Majority vote required) Passed
ARTICLE 8: To see if the Town will vote to raise and appropriate the sum of Fifteen Thousand Dollars ($15,000.00) for the existing Capital Reserve Fund established in Article 6 at the 2001 Town Meeting for the purpose
of recreational field development of the Tibbetts property and to name the Selectmen as agents. The Selectmen recommend this appropriation, and it is included in the posted budget. (Majority vote required) Passed
ARTICLE 9: To see if the Town will vote to establish a Capital Reserve Fund (pursuant to RSA Chapter 35) for the purpose of a Library Building Fund and to raise and
appropriate the sum of Five Thousand Dollars ($5,000.00) towards this purpose, and to further authorize the selectmen to act as agents to withdraw and expend from this Capital Reserve Fund. The Selectmen recommend this
appropriation, and it is included in the posted budget. (Majority vote required) Amended to raise the amount to $10,000.00. Passed
ARTICLE 10: To see what action the
Town will take on the proposed Budget for the current year. This budget is recommended by the Board of Selectmen. (Majority vote required) Passed with modification to include additional
amount for Article 9.
ARTICLE 11 To see if the Town will vote to adopt RSA 41: l4a which shall give the Selectmen the authority to acquire or sell land, buildings or both. Passed
ARTICLE 12: Shall we modify the elderly exemptions from property tax in the Town of Madbury, based on assessed value, for qualified taxpayers, to be as follows: For a person 65 years of age up to 75 years
$40,000.00; for a person 75 years of age up to 80 years, $60,000.00; for a person 80 years of age or older, $80,000.00. To qualify, the person must have been a New Hampshire resident for at least five years, own the real
estate individually or jointly, or if the real estate is owned by such person s spouse, they must have been married for at least 5 years. In addition the taxpayer must have a net income of not more than $28,000.00 or, if
married, a combined net income of less than $34,000.00; and own net assets not in excess of$150,000.00 excluding the value of the person’s residence. (Ballot vote (Majority vote required) Passed, Yes = 86, No = 6
ARTICLE 13: To see if the Town will vote the retention of the unexpended portion of the 2002 Conservation Commission appropriation, said monies to be
placed in the Madbury Conservation Fund. Passed

ARTICLE 14: To hear the reports of any Committees, Town Boards, and/or Commissions, and act on any motion thereto. No motions
