Warrant for Town Meeting
Town of Madbury, New Hampshire March 11, 2003
To the inhabitants of the Town of Madbury County of Strafford, and the State of New Hampshire qualified to vote in Town affairs;
You are hereby notified to meet at the Town Hall in said Madbuiy on Tuesday, the eleventh
day of March, AD. 2003 at 11:00 in the morning for the purpose of voting on Articles 1 and 2 and at 7:00 o’clock in the evening for action on Articles 3 through 16. The polls will open at 11:00a.m. for the purpose of
voting on Articles 1 and 2 and will close at 8:00 p.m. unless extended by vote of the meeting.
ARTICLE 1: To choose the following Town Officers: (Majority Vote required)
A Selectmen for the ensuing three years Joseph B Moriarty A Treasurer for the ensuing year Deborah M. F Ahlstrom
Two auditors for the ensuing year Elaine C. Sylvester, Karen A Towle A Trustee of the Trust Funds for the ensuing three years Gail Houghton
A Cemetery Trustee for the ensuing three years Diane Hodgson A Library Trustee for the ensuing three years Craig R. Seaver
ARTICLE 2: Shall the Town permit the public library to retain all money it receives from its income-generating equipment to be used for general repairs and upgrading and for the purchase of books, supplies and
income-generating equipment? Ballot vote: 281 Yes, 11 No
ARTICLE 3: To choose all other Town Officers. (Majority vote required) Motion to let the Town Selectmen appoint passed.
ARTICLE 4: To see if the Town will vote to raise and appropriate the sum of Fifty Thousand Dollars ($50,000.00) for the existing Capital Reserve Fund created in Article 9 at the 2000 Town Meeting for the purpose of
Purchase of Property and/or Easements. The Selectmen recommend this appropriation, and it is included in the posted operating budget. (Majority vote required) Passed
ARTICLE
5: To see if the Town will vote to raise and appropriate the sum of Thirty Thousand Dollars ($30,000.00) for the existing Capital Reserve Fund established in Article 8 at the 1994 Town Meeting for the purchase of a Fire
Truck, the Selectmen recommend this appropriation, and it is included in the posted operating budget. (Majority vote required) Passed
ARTICLE 6: To see if the Town will
vote to raise and appropriate the sum of Two Hundred Twenty Thousand Dollars ($220,000.00) for the purchase of a Fire Engine, and to authorize the withdrawal of Capital Reserve Funds established for this purpose and to further
authorize the Selectmen to borrow not more than Thirty Thousand Dollars ($30,000.00) for this purpose. The Selectmen recommend this appropriation and it is included in the posted budget. (2/3 Ballot vote required.) Passed, 118 Yes, 7 No
ARTICLE 7: To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000.00) for the existing Capital Reserve Fund
established in Article 9 at the 2002 Town Meeting for a Library Building Fund. The Selectmen recommend this appropriation and it is included in the posted operating budget. (Majority vote required) Passed
ARTICLE 8: To see if the Town will vote to raise and appropriate the sum of Twenty-Seven Thousand Two Hundred Dollars ($27,200.00) to renovate, maintain, and operate the Estes
Property as a Library. This appropriation is included in the posted operating budget. (Majority vote required) Passed
ARTICLE 9: To see if the Town will vote
to establish a Water Board and to raise and appropriate the sum of Seven Thousand Dollars ($7,000.00) to fund this Board. The Selectmen recommended this appropriation and it is included in the posted operating budget.
(Majority vote required) Amended to read Water Resources Board. Passed
ARTICLE 10: To see what action the Town will take on the proposed Budget for the
current year. This budget is recommended by the Board of Selectmen. (Majority vote required) Passed
ARTICLE 11: To see if the Town will vote to support the following
resolution; That we, the citizens of Madbury NH, call on our elected officials from all levels of government, and those seeking office, to work with consumers, businesses, and health care providers to ensure that: -
Everyone, including the self-employed, unemployed, un-and underinsured, and small business owners has access to an affordable basic health plan similar to what federal employees receive; - Everyone, including employers,
consumers, and the state, local and federal government makes a responsible and fair contribution to finance the health care system; -Everyone receives high-quality care that is Cost efficient and
medically effective; and -That these efforts help control the skyrocketing cost of health care. Passed
ARTICLE 12: To see if the Town will vote to adopt the noise
ordinance as submitted by petition. Copies of the proposed ordinance are available for review The Board of Selectmen do not recommend this article. (Majority vote required) Amended to
have the Town moderator appoint a committee to study the issue and report findings to the 2004 Town meeting. (paraphrased by web editor). Passed
ARTICLE 13: To see if the Town will vote to send the
following resolution to the New Hampshire General Court: Resolved, in its first two years of operation. the Land and Conununity Heritage Investment Program (LCHIP) has helped communities throughout New Hampshire preserve their
natural, cultural and historic resources and, therefore, the Stare of New Hampshire should maintain fimding for LCHIP in its next biennial budget. Passed
ARTICLE 14: To
see if the Town will vote the retention of the unexpended portion of the 2003 Conservation Commission appropriation, said monies to be placed in the Madbury Conservation Fund. Passed
ARTICLE 15: To hear the reports of any Committees. Town Boards, and/or Commissions, and act on any motion thereto. No reports given
